Hawaii County Prosecutor and Crime Tips

After an arrest, HPD sends the case to the Hawaii County Prosecuting Attorney for review. The prosecutor decides what charges to file, if any. The office keeps the case file from charging through trial and sentencing. Police reports, charging documents, plea agreements, and trial records all sit in that file.

For tips on a recent booking or a wanted person, Crime Stoppers Hawaii Island runs a phone line at (808) 961-8300. The program offers cash rewards for info that leads to an arrest. Tips can stay anonymous. Visit the Crime Stoppers Hawaii Island page for more on how the tip program works.

HPD also keeps a list of unsolved homicides on its site. Some recent bookings may tie back to one of those cold cases as new evidence comes in. The Unsolved Homicides Division can be reached at (808) 961-2380. The page at unsolved homicides shows summaries the public can review.

For an official summary of a Hawaii County conviction, contact the Hawaii Criminal Justice Data Center under HRS § 846-9. The HCJDC is at ag.hawaii.gov/hcjdc. The phone is (808) 587-3279. Conviction info is public; non-conviction info has restricted access. Juvenile records stay sealed in nearly all cases.

Hawaii County Booking Records Law

Hawaii's open records law sits in HRS Chapter 92F, the Uniform Information Practices Act. Under HRS § 92F-12(a)(13), info about people held at a correctional facility must be disclosed to the public. That covers HCCC and any other state-run jail.

Agencies must reply to a UIPA request within 10 business days. Complex requests can take longer. Some content can be redacted to protect personal privacy or active investigations. Names of victims, social security numbers, and home addresses are common redactions on a Hawaii County booking record.

Arrest records that lead to a conviction are kept for life under state retention rules. Arrests with no charge or with a dismissal stay on file for at least 5 years. Booking photos are kept with the matching arrest record. Fingerprint cards are held for life.

For older cases, the Hawaii State Archives can help. Researchers can also pull historical court files through the State Judiciary. Both keep records that have rolled off public view at the local level.
